Shipper's Export Declaration

PURPOSE AND USE

This document has been used for compiling U.S. trade statistics and for export control purposes. Filing is now electronic, and the SED is an excellent worksheet to assemble the information and to transmit to a freight forwarder or other party doing the electronic filing. It is required when any one or more Schedule B line items is valued at $2,500 or more, and for all shipments of hardware requiring an export license controlled under the Export Administration Regulations (EAR) and contained in the Commerce Control List (CCL) or hardware controlled under the International Traffic in Arms Regulations (ITAR) and contained in the U.S. Munitions List (USML), or when an exception (EAR)  or exemption (ITAR) is claimed as authority for export of hardware or certain types of technology.  This the final revised version of the SED. The latest revision date is July 18, 2003.  The form became mandatory for use on January 18, 2004.

As of June 2, 2008 export of goods found within the CCL or the USML must be reported electronically via the Automated Export System (AES). Mandatory  AES filing for all shipments is projected on a date yet to be determined. The latest revision of the form now defines the exporter as the U.S. Principal Party in Interest (USPPI) and adds a new data field requiring the Forwarding Agent’s EIN.

Common Errors to Avoid
:

  • Block  1.b. – Omit USPPI’s  EIN
  • Block 4.a. and 4.b. – Confuse Ultimate and Intermediate Consignee
  • Block  20 Col. 20 – Omit appropriate Domestic (D) , Foreign (F), or Foreign Military Sales (M) designator
  • Block 20 Co. 22 – Enter incorrect Schedule B Number
  • Block 20. Col 24 – Shipping wgt. Not converted from pounds to kilograms

The Shipper’s Export Declaration for In-Transit Goods is used for shipments which do not enter the commerce of the United States and which transit through the U.S. between foreign countries.
