A thorough knowledge of the Harmonized System is essential for anyone involved in international trade.  Proper classification of exported goods under the Schedule B is a regulatory requirement imposed by the Foreign Trade Statistics Regulations (Census Bureau), 15 CFR 30.7.  Even if you rely upon an agent to assist in this process, the ultimate responsibility lies with the exporter.
